上海市精神衛(wèi)生中心積極響應(yīng)上海市科學(xué)委員會號召，為推進實施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略，加快建設(shè)具有全球影響力的科技創(chuàng)新中心，根據(jù)《上海市科技創(chuàng)新“十三五”規(guī)劃》，按照《上海市臨床醫(yī)學(xué)研究中心發(fā)展規(guī)劃（2019-2023年）》（滬科合〔2019〕5號）的總體部署和《上海市臨床醫(yī)學(xué)研究中心管理辦法（試行）》（滬科規(guī)〔2019〕1號）的要求，在院領(lǐng)導(dǎo)及各職能科室的支持和通力合作下，以李華芳主任為負責(zé)人申請了上海市精神心理疾病臨床醫(yī)學(xué)研究中心（SCRC-MH,19MC1911100）。成為本市第一批上海市臨床醫(yī)學(xué)研究中心。
SCRC-MH將發(fā)揮與各大頂尖高校科研院所學(xué)科交叉及醫(yī)療機構(gòu)網(wǎng)絡(luò)優(yōu)勢，借助人工智能和5G等前沿科技，以未被滿足的精神心理疾病防治需求為切入點，主攻創(chuàng)新精神藥物和新技術(shù)臨床研發(fā)、真實世界診療實踐與比較和研究者發(fā)起的多中心研究。拓展臨床研究協(xié)作網(wǎng)絡(luò)和技術(shù)應(yīng)用推廣網(wǎng)絡(luò)。按照“平臺為基礎(chǔ)、網(wǎng)絡(luò)為支撐、人才為核心、項目為載體、制度為保障”的基本原則，努力建設(shè)代表上海實力、中國水平、國際一流的上海市精神心理疾病臨床醫(yī)學(xué)研究中心。
SCRC-MH的總目標為建設(shè)國際領(lǐng)先的精神心理疾病臨床醫(yī)學(xué)研究中心，包括：1、創(chuàng)新藥械的策源地和轉(zhuǎn)化醫(yī)學(xué)研究示范平臺；推動我國原創(chuàng)精神藥物上市，實現(xiàn)零的突破；2、針對精神疾病臨床重大需求，提升診療能力，改善預(yù)后，優(yōu)化指南；3、培養(yǎng)引領(lǐng)行業(yè)的研究團隊和國際領(lǐng)軍人才，支撐上海科創(chuàng)中心建設(shè)；4、依托長三角構(gòu)建專業(yè)特色鮮明的臨床研究協(xié)作網(wǎng)路和技術(shù)應(yīng)用推廣網(wǎng)絡(luò)。
SCRC-MH的功能定位為：精神心理疾病的產(chǎn)學(xué)研醫(yī)綜合性平臺，實現(xiàn)協(xié)同創(chuàng)新、成果轉(zhuǎn)化和應(yīng)用、以及國際人才培養(yǎng)，成為上海市臨床醫(yī)學(xué)科技創(chuàng)新體系的核心組成部分。研究中心由依托單位（上海市精神衛(wèi)生中心）、4家核心單位、臨床研究協(xié)作網(wǎng)絡(luò)及技術(shù)應(yīng)用推廣網(wǎng)絡(luò)單位構(gòu)成，主要開展針對精神心理疾病領(lǐng)域臨床重大需求的新藥和器械臨床試驗、真實世界研究和研究者發(fā)起的多中心臨床研究。主要功能包括：專業(yè)領(lǐng)域總體規(guī)劃和優(yōu)先任務(wù)的制訂者；協(xié)同創(chuàng)新網(wǎng)絡(luò)的設(shè)計師、協(xié)調(diào)者、媒介和績效評估人；創(chuàng)新精神藥械和新技術(shù)研發(fā)的全球合作伙伴、專業(yè)和管理支撐者；國際多中心臨床研究發(fā)起人，相關(guān)診療規(guī)范和政策建議的制訂者；可擴展的臨床診療與預(yù)防康復(fù)融合研究模式的開拓者和實施者；資源樣本庫、大數(shù)據(jù)、藥械臨床評價等公共服務(wù)平臺的統(tǒng)領(lǐng)者；國際領(lǐng)先團隊的匯集地，復(fù)合型人才孵化器；臨床研究成果評估、轉(zhuǎn)化、應(yīng)用和推廣的引領(lǐng)者。
SCRC-MH的建設(shè)原則為： 按照“平臺為基礎(chǔ)、網(wǎng)絡(luò)為支撐、人才為核心、項目為載體、制度為保障”的基本原則，推動“基礎(chǔ)?科創(chuàng)?臨床?社區(qū)?政策”的雙向和多向轉(zhuǎn)化研究。
SCRC-MH的近期目標和遠期設(shè)想為：“建設(shè)一個平臺”、“構(gòu)建兩個網(wǎng)絡(luò)”、“實施三個規(guī)劃”。
一個平臺——將“上海市精神心理疾病臨床醫(yī)學(xué)研究中心”建設(shè)成為對標國際的精神心理疾病臨床與轉(zhuǎn)化醫(yī)學(xué)研究開放式的產(chǎn)學(xué)研醫(yī)綜合性平臺；
兩個網(wǎng)絡(luò)——除依托單位和核心單位外，構(gòu)建研究中心的協(xié)同創(chuàng)新網(wǎng)絡(luò)，分為“臨床研究協(xié)作網(wǎng)絡(luò)”和推動研究成果轉(zhuǎn)化的“技術(shù)應(yīng)用推廣網(wǎng)絡(luò)”；
三個規(guī)劃——
項目規(guī)劃：針對精神心理疾病領(lǐng)域重大臨床問題和新藥械研發(fā)“未滿足的需求”，凝練臨床研究和轉(zhuǎn)化研究方向，制定項目規(guī)劃。
人才規(guī)劃：引進和培養(yǎng)高端跨學(xué)科人才，建立跨學(xué)科博士后流動站。通過用人機制創(chuàng)新，使平臺成為高端人才和專業(yè)化人才的聚集地，培養(yǎng)學(xué)科領(lǐng)軍團隊和人才。
機制規(guī)劃：涉及網(wǎng)絡(luò)管理和運行、人才培養(yǎng)和培訓(xùn)、績效激勵、項目管理、經(jīng)費管理、多元化人才聘用和管理等。
Shanghai Clinical Research Center for Mental Health (SCRC-MH)
Dr. Li Huafang applied for the Shanghai Clinical Research Center for Mental Health (SCRC-MH) with the support and cooperation of the hospital leaders and functional departments, which was Shanghai Mental Health Center active respond to the call of Shanghai Science Committee, in order to promote the strategy of innovation-driven development and accelerate the construction of a science and technology innovation center with global influence, according to the 13th five-years plan of Shanghai Science and Technology Innovation and the overall development plan of Shanghai Clinical Research Center (2019-2023) (HKH [2019] No.5), as well as in line with the guidance requirements of Shanghai Clinical Research Center (Trial Edition) (HKG [2019] No.1). It has become one of the first pioneers of Shanghai Clinical Research Center(SCRC-MH,19MC1911100).
SCRC-MH will take advantage of its good relationship with different top universities and research institutions on interdisciplinary cooperation and network, with the help of advanced technologies such as Artificial Intelligence and 5G, and take the unmet needs for the prevention and treatment of mental disorders as the starting point, focusing on the clinical research and development of innovative psychotropic drugs and new technologies, real world diagnosis and treatment practice and comparison, and multi-center Investigator Initiated Study (IIS). SCRC-MH will also expand clinical research collaboration network and technology application promotion network. In accordance with the primary principles of "platform as the basis, network as the support, talent as the core, project as the carrier, and system as the guarantee", efforts have been made to build the Shanghai Clinical Research Center for Mental Health, which represents Shanghai's capacity, Chinese level and international leading position.
The general objective of SCRC-MH is to build an international leading clinical research center for mental health, including:
1. Innovation of the origin of new drugs and medical devices and the demonstration platform for translational medical research; promote innovative psychotropic drugs on market to achieve a breakthrough of zero;
2. Exaltation of diagnosis and treatment capacity, improvement of prognosis and optimization of guidelines in response to the major clinical needs of mental health;
3. Training of research team and global top leader who lead new tendency, support the construction of Shanghai Science and Technology Innovation Center;
4. Rely on the Yangtze River Delta to build a professional and distinctive clinical research cooperation network and technology application and promotion network.
The Functional orientation of SCRC-MH is a comprehensive platform of Industry -University-Research-Hospital for Mental Health, which realizes collaborative innovation, achievement transformation and application, and international research team training, and becomes the core component of Shanghai Clinical Medicine Science and Technology Innovation System. SCRC-MH is composed of Responsible Unit (Shanghai Mental Health Center), four Core Units, several Network Units with clinical research cooperation and technology application and promotion. It mainly carries out clinical trials of new drugs and medical devices for major clinical needs in mental health, real world study and multi-center IIS. Its essential functions include: overall planner and priority task maker of professional field; designer, coordinator, media and performance evaluator of collaborative innovation network; global partner, professional and management supporter of innovative new drug, medical devices and new technology R&D; initiator of international multi-center clinical research, maker of relevant diagnosis and treatment guidance, and policy advisor; pioneer and implementer of new research mode integrating clinical diagnosis & treatment and prevention & rehabilitation; leader of public service platforms such as resource sample bank, big data, clinical evaluation for drugs and medical devices; pooling ground of international leading teams, inter-disciplinary talent incubator; the leader of evaluation, transformation, application and promotion of clinical research results.
The construction principle of SCRC-MH is in accordance with the primary principle of "platform as the basis, network as the support, talent as the core, project as the carrier, and system as the guarantee", promote mutual and multi-directional transformation research model of integrating basic science, technology innovation, clinical practice, community and policy.
The short-term goal and long-term vision of SCRC-MH are: "building one platform", "creating two networks" and "implementing three plans".
One platform: to build an international first-class standard platform, SCRC-MH, an open comprehensive Industry -University-Research-Hospital platform for clinical and translational medicine study of mental health;
Two networks: in addition to Responsible Unit and Core Units, to build a collaborative innovation network of research center, which is divided into "clinical research collaborative network" and "technology application and promotion network" to promote the transformation of research results;
Three plans:
Project Plan: in view of the major clinical problems in the field of mental health and the "unmet needs" of new drugs and medical devices R&D, refine the direction of clinical and transformation research, and formulate the project plan.
Talent Plan: introduce and cultivate high-level inter-disciplinary talents, and establish inter-disciplinary postdoctoral mobile stations. Through the innovation of employment mechanism, the platform will become a pooling ground for high-level talents and specialized experts, and cultivate discipline leading teams and talents.
Mechanism Plan: involving network management and operation, talent training and incubating, performance incentive, project management, finance affairs, diversified talent recruitment and service, etc.
